With 2 weeks ot go t othe deadline, objections are flooding in, with all views so far objecting to the Science Park. Resident onjection number over a 100 and many of the Staatutory consultees are submitting their view.
Below is a sample of those views:
Reference S/OUT/18/1943 - A Hybrid Planning Application for a Science Park and associated works.
I have been contacted by many of my constituents in and around the area of this proposed development, as well as members of the South Swindon Protection Group.
I have carefully reviewed the revised application and I still find that it addresses none of the fundamental concerns I raised to the previous application. This remains an unsuitable location for development.
I am very concerned to see that the application relates to a site that is not within the development boundaries as outlined in Swindon's Local Plan. I also note this this land is not proposed as suitable for development by the Council as part of its Review of its Plan.
The proposed development is entirely within the designated ‘Area of Non Coalescence’ and remains in the acknowledged ‘Setting’ of the North Wessex Downs Area of Outstanding Natural Beauty, which has national protection and for this reason other applications in Swindon have been refused.
National guidance has confirmed that great weight should be given to conserving landscape and scenic beauty in AONBs which have been confirmed as having the highest status of protection in relation to landscape and scenic beauty.
Policy EN2 in the Local Plan states 'Swindon Borough is set within a beautiful landscape context including the North Wessex Downs Area of Outstanding Natural Beauty'.
Robert Buckland MP:
"it is still our view that the proposals have the potential to result in impacts to the setting of the Upper Wanborough Conservation Area (including the listed buildings within) greater than those presented in the Environmental Study."
"Normally I would seek to suggest amendments which may overcome any objections, however on this occasion, the principle of such a scheme is clearly inappropiate from a conservation perspective"
"it is worth making the most fundamental point that the site is still where it is i.e.outside the development boundaries established through the current adopted Development Plan. Furthermore, it remain in 'Area of Non-Coalescence' and adjacent to the North Downs Area of Outstanding Natural Beauty. These are fundamental points which have been documented before and are well summarised in the objection you have received from Mr Robert Buckland MP."
"The Council and local communities have gone to significant effort to plan positively for the area of the NEV. The proposed development would deliver a scheme which is clearly not anticipated or sought by the Council or the local communities through the NEV allocations. The overall strategy of the Local Plan is to direct development to the most sustainable areas and accord with the objectives of the Framework."
"The Trust continues to object to the planning application S/OUT/18/1943 and requests that it be refused. In summary, the proposed scheme does not provide an adequate alternative alignment for the Wilts & Berks Canal in accordance with the Local Plan Policy EN11."
